In the bottom of the scroll (the one that RuneScape gold pops up once you finish a quest), you will find 2 buttons, one which said take, and one which said decline. If you press accept, it gives you all the experience and things if necessary, but should you decrease, it only provides you the thing (s).
Example 2: You are in your strength pure you are working on for weeks now, and you are about to do the monkey insanity pursuit. But before you finish the quest, you just HAVE to find a taste of dragon weaponry, so you raise strike to 60.
When you finish Monkey madness, it provides more than the amount required to get to 61, but you only need 60, which means you click on"Decline" and also receive the items which you usually get from the quest. Problem solved! (Note: That actually happened to me in my pure, today it's 61 attack ftl... )
They might also set a warning screen until you fall it,"Are you certain you want to decline the reward? You will still receive all things, but the encounter you are given for finishing this quest will permanently be removed." So what do you think? And I am conscious that this might have been thought of or written before.
I feel that there should be a new Mini Game called, The Forest of Death. There should be a cave from where we could input the Mini Game (sort of like Fist of Guthix).
